SPITZER’S The name is less an attempt to make nice with the new regime in Albany than an homage to the old Lower East Side rag trade. Spitzer’s Dress Shop occupied the corner that will become the new American farm-fresh spot that Sam Talbot, above, will open in June with partners. Mr. Talbot, whose name may call to mind a women’s clothing chain with a similar name, finished in the final four of the “Top Chef” television competition last season and before that cooked at the Williamsburgh Café and at Punch: 101 Rivington Street (Ludlow Street).
